Bio’s

Samie Rehman is the Director, Mail and Services Pricing. Samie is responsible for the development and implementation of pricing strategy for mailing products and all market dominant and competitive services.

Samie has served as the Manager, Pricing since March 2020, where he and his team designed prices for all Market Dominant products and services implemented in January 2020 and January 2021. In November 2020, the PRC issued Final Rules for the System of Regulating Rates and Classes for Market Dominant Products. While the order grants additional pricing authority, it also imposes new regulations which limits pricing flexibility. Samie and his team have designed rates using this additional authority which is expected to generate additional $2 billion annually once the prices are implemented later this year.

Samie has over 18 years of Postal Service experience and has been the Manager of Revenue and Volume Forecasting. In that role, Samie was instrumental in several high-profile filings with the Postal Regulatory Commission including the R2005-1 Public Law 108-18 Escrow Rate Case, the Exigent Rate Case, and the Statutory Review of the System for Regulating Rates and Classes for Market Dominant Products. Samie is a two-time recipient of the Chief Financial Award of Excellence.

Samie earned a master’s degree in Economics from the University of Michigan, Ann Arbor. He is also a graduate of the Advanced Leadership Program and Executive Foundations.

 

Salvatore N. Vacca was named vice president, Retail and Delivery Operations for the Atlantic Area in August 2020.

In this position, Vacca is responsible for overseeing retail and delivery operations with direct focus on the customer experience. The Atlantic Area is comprised of 12 Districts and 14 states with a workforce of 128,000 employees. This includes 35.6 million delivery points that are serviced from more than 8,600 post offices and encompasses 293,000 square miles. The Atlantic Area produces $3.5 billion total revenue and is committed to providing exceptional customer service at every touchpoint.

Vacca is a 35-year postal veteran. He started his postal career in 1985 as a letter carrier in Newark, New Jersey. Most recently, he served as acting area vice president in the Great Lakes Area. He previously served as postmaster in Fort Lauderdale, Florida, and West Palm Beach, Florida, and was detailed as officer-in-charge in Miami, Florida. He has held other top-level positions, including officer-in-charge in Atlanta, Georgia; district manager of the Atlanta District; manager, operations support for the Capital Metro Area; and district manager major for the Capital District.

Vacca was selected by the Postal Service to attend Duke University’s School of Business in North Carolina in 2012. He is a graduate of the Advanced Leadership Program and completed Executive Foundations and Executive Leadership training. He is currently in the first Operational Excellence Executive Training and he is Green Belt certified.
